Summary of Duties and Responsibilities
The Coeur d’Alene Tribe’s Environmental Programs Manager position manages the Tribe’s Environmental Programs Office (EPO) in the Natural Resources Department. The EPO is an interdisciplinary program that strives to implement the Tribe’s Integrated Resource Management Plan and other applicable Tribal plans in cooperation with other Tribal programs, departments and entities. The EPO is able to identify and fill gaps in Tribal programming and also add capacity to existing programs. Currently, the EPO works in wetlands, brownfields, environmental health, climate change, energy efficiency and renewable energy and land use. The Environmental Programs Manager position writes and manages federal and other grants, manages budgets and personnel, writes and manages contracts and does direct project work.
Typical responsibilities might include:
• Managing overall EPO program development
• Identifying sources of funding for EPO programs and projects
• Writing and routing grant applications for approval and submission to federal agencies or others
• Developing and managing multiple grant budgets
• Writing and routing contracts for approval for outside technical assistance
• Managing EPO staff members
• Managing grant work plans (project management)
• Writing and routing reports and grant deliverables for approval to submit to granting agencies
• Coordinating with other Coeur d’Alene Tribal departments, programs and entities on the Tribe’s
environmental work
• Providing staff support and policy recommendations on land use, including managing the project
review process
• Maintaining and developing partnerships with federal, state, and local environmental agencies, with
a goal of bringing external focus and funding to Tribal environmental goals
• Reviewing and commenting on proposed plans, policies, procedures, and projects related to the
Tribe’s environment and natural resources
• Performing environmental public education and community outreach activities
• Identifying areas to conduct research that will assist the Tribe to improve environmental conditions
• Other duties as assigned by supervisor
Desired Qualifications
• Master of Science degree in natural resources or closely related field (i.e. landscape ecology,
conservation biology, botany, geology, soils, fisheries, forestry, wildlife biology, etc.)
• Prior experience working for Indian Tribes
• Ten years of experience with successful grant writing and project planning
• Ten years of experience with managing multiple projects, budgets, personnel and contracts
• Five years of experience with land use and natural resources/environmental planning
• Five years of experience working with federal, state and local government agencies on natural
resources and environmental management
• Five years of experience with data analysis and report writing
• Two years of experience with leading project teams
• Two years of experience working in the field collecting data
• Ability to use GPS equipment
• Ability to create maps using GIS
Minimum Qualifications
• Must support the Coeur d’Alene Tribe’s: vision, mission, and core values per CdA Resolution
015(2020).
• Must have received full COVID19 vaccination, and booster, at the time of application, according to
the timeline established by the CDC – attach vaccination card.
• Must comply with all other Health policies established by the Tribe or department, including the
annual flu shot.
• Bachelor of Science degree in natural resources or closely related field (i.e. landscape ecology,
conservation biology, botany, geology, soils, fisheries, forestry, wildlife biology, etc.)
• A Master of Science degree in the above disciplines may substitute for two years of professional
experience
• A minimum of five years successful grant writing and project planning
• A minimum of five years of experience with managing multiple projects, budgets, personnel and
contracts
• A minimum of three years of experience with land use and natural resources/environmental
planning
• Experience working with federal, state and local government agencies on natural resources and
environmental management
• Ability to schedule and manage tasks effectively

Supervision Received and Exercised:
Direct supervision of the position is provided by the Natural Resources Director. The Environmental Programs Manager supervises an Office Manager, Environmental Technician, Environmental Health Specialist, a Wetlands Coordinator, a Climate Policy and Research Analyst. The Environmental Programs Manager also supervises contractors and summer youth employees as needed.
Scope and Effect:
The scope and effect of this position is Reservation-wide and is intended to benefit all residents.
Personal Contacts and Purpose of Contacts:
Personal contacts are within the Tribe’s programs, departments and entities, as well as outside of the Tribe as approved by the Natural Resources Director. It is necessary to work with federal, state and local governments and agencies, as well as individuals inside and outside of the Tribe to further the Tribe’s natural resources and environmental goals.
Physical Demands and Work Environment:
Physical demands for this position consist of being able to access any location where there is a proposed project and this may occur during all types of weather and conditions; sun, wind, rain, snow, etc. This may include hiking off trail in steep and unsafe locations and carrying equipment. This position spends approximately 95% in an office environment and 5% in other environments such as forests, fields, streams, lakes, wetlands and other natural areas.
