NATURE OF POSITION
Supervise the inspection services of City and private construction projects; enforce a variety of building
codes and related City ordinances.
REQUIRED MINIMUM QUALIFICATIONS
Any combination equivalent to two years of college course work in engineering, construction or related
field and five years of varied increasingly responsible building or public works inspection experience.
Certification in Commercial – plumbing, mechanical, building, existing building, and Residential –
plumbing, mechanical, building. CBO Certification for Certified Building Official. Valid State driver’s
license.
DESIRED QUALIFICATIONS
Bilingual in Spanish.

SUPERVISION RECEIVED
General direction and oversight is provided by the Director-Development Services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Employees of the City of Walla Walla are expected to model and foster the City’s core values:

2. Plan, organize, schedule and direct work activities and assign personnel to perform work and
projects in the Building Division of Development Services.
3. Supervise and evaluate the performance of at least two full-time assigned staff; interview and
select new and promoted employees; recommend transfers, reassignment, termination, and
disciplinary actions of assigned employees; plan, coordinate and arrange for appropriate
training for subordinates.
4. Perform technical plan reviews for residential, commercial, and industrial projects.
5. Oversee the commercial review team that includes representatives of other departments and
address any issues that arise.
6. Perform on-site inspections at various stages of construction, alterations, and repairs to assure
compliance with City codes and ordinances, safety standards, State and national codes and
regulations; re-inspect projects to assure correction of noted violations.
7. Administer a variety of State and local codes (e.g., International codes adopted by the state).
8. Write detailed correction notices for code violations discovered during construction; write
technical and notification letters to clarify City policies, correction notices and plan review
comments and to document activities.
9. Interpret and explain ordinances, codes, and regulations; communicate with law enforcement,
fire, water and sewer and other community and governmental agencies as they pertain to
building activity within the community.
10. Respond to emergencies to ensure buildings are safe for re-entry after fires or other damage to
structures.
11. Supervise assigned personnel in the inspection process and provide guidance to inspectors in
other departments.
12. Conduct technical and code research to prepare reports and maintain records related to special
projects.

TOOLS AND EQUIPMENT USED
Standard office equipment; software for word processing; spreadsheets; and GIS (ArcView) and permit
tracking software. Ladders, flashlights, and other equipment to facilitate inspection activities.
PHYSICAL DEMANDS
Climbing ladders; walking at site inspections; reaching overhead, above the shoulders and horizontally;
kneeling or crouching; bending at the waist; seeing to perform inspections; hearing and speaking to
exchange information.
WORK ENVIRONMENT
Indoor and outdoor work environment; seasonal heat and cold or adverse weather conditions; driving
a vehicle to conduct work. Exposure to various chemicals and inspection sites; fumes, odors, or gases;
working on ladders.
