Job Summary: Reporting to the Chief Information Officer, the GIS Program Manager is the lead GIS position for the City and is responsible for IT GIS management and supervision, administration, GIS analysis, design, configuration and performance of the City’s enterprise desktop and web GIS systems, and enterprise geodatabases. Included is the responsibility to collaboratively identify the vision of the City’s GIS service offerings and culture—designing programs and implementation strategies to achieve that vision and culture. The vision includes a specific approach for each department and a collective strategy for meeting the overall GIS-related needs of the City’s staff and citizens.
Essential Duties & Responsibilities:
Collaboratively develops and recommends technology goals and policies/procedures in accordance with the City’s core purpose, mission, vision, and values; Administers the Enterprise GIS Database and multi-user, versioned environment; Oversees design and standards of structure and schema of new enterprise data requests; Administers the ArcGIS Enterprise Web Mapping Platform; Troubleshoots problems with ESRI ArcGIS software and other related spatial software; Acts as a technical resource by assisting users and GIS staff with problem resolution for GIS issues; Supervises IT GIS staff and acts as technical lead for all City GIS staff; Serves in a lead role of quality assurance and control of GIS data; Trains other staff in the use and capabilities of GIS; Collaborates with the IT leadership team to develop a City-wide technology budget; Submits budget recommendations and monitors expenditures; Maintains awareness of emerging technology trends and informs staff and management of their potential benefits when applicable; Provides leadership to the Mayor, Council, and directors regarding alignment of GIS technology with City business initiatives, policy and strategic objectives; 2 Oversees personnel selection, performance, training, and provides career development opportunities; Facilitates cooperation and collaboration between internal and external teams; Collaborates with the IT leadership team to provide guidance and assistance to the Mayor, City Council, and Department heads regarding technology initiatives and projects within the City; Collaborates with the IT leadership team to manage the IT department and develop standards, policies, and procedures for information systems; Analyzes client needs, formulates, and applies methods to develop integrated, efficient, and cost-effective solutions;
Participates in coordinated regional GIS efforts as needed; Writes correct, clear, and concise materials such as project proposals, reports, financial analyses, fact sheets, progress reports, and recommendations; Assists in developing citywide GIS policies regarding best practices and procedures; Communicates with city officials, staff, business community representatives, vendors, contractors, and consultants on GIS related activities or projects; Maintains GIS databases to ensure consistent, complete, and accurate data; Uses cartographic principles to provide digital and printed map products upon request; Creates and edits spatial data containing information used in regulation, planning, decision-making, and asset management; Analyzes spatial data using ESRI ArcGIS Desktop software (ArcMap, ArcGIS Pro); Analyzes spatial data using SQL Server spatial methods; Utilizes MS SQL Server views and stored procedures to automate data tasks and workflows; Analyzes and interprets spatial data to verify accuracy and completeness – proposing methods of correcting errors when they are identified; Supervises the development and maintenance of Python Scripts to automate the acquisition, updating, analysis, processing, and sharing of spatial data; Coordinates with the Systems Administrator on automation, integration, and software upgrades for GIS; Coordinates with departments to provide solutions to enable process improvements; Works with end users to determine need for GIS software applications; 3 Creates or distributes appropriate documentation for GIS software and practices within the City; Designs and implements information technology projects related to mapping systems; Tests and troubleshoots software applications; Performs other related duties as assigned. Job Specifications: Bachelor’s degree in Geographic Information Systems, Geography, Natural Resources, Computer Science, related field, or equivalent experience; 5 years of experience working with ESRI Enterprise Geodatabases; 3 years of experience working with and administering ESRI ArcGIS Enterprise; 3 years of experience working with ESRI ArcGIS Pro Software; 3 years of experience creating and maintaining scripts using the Python programming language, specifically ArcPy; 3 years customer service experience; 2 years of supervisory experience.
Knowledge, Skills & Abilities: Ability to work under limited supervision; Expert understanding of Geographic Information Systems (GIS) software and data formats (specifically those used by ESRI ArcGIS); Understanding of Global Positioning Systems (GPS), Global Navigation Satellite Systems (GNSS) and field data collection equipment and software; Understanding of Relational Databases (specifically MS SQL Server) and Structured Query Language (SQL/ T-SQL); Python Programming Language (specifically ArcPy module); Understanding of spatial reference systems; Knowledge of quality assurance and quality control methods with respect to GIS data; Experience determining where GIS and its available tools can help improve efficiency, consistency, and accuracy within City business processes; Ability to document and keep records of technical information; 4 Ability to complete assignments and meet deadlines; Ability to interpret maps, charts, and surveyor legal descriptions; Ability to explain technical concepts and procedures to non-technical users; Ability to establish and maintain effective working relationships; Strong verbal and written communication skills; Willingness to foster a team environment and be open to input from others; Must have strong customer service skills; Possess creative thinking skills.
Work Environment and Physical Demands: Work is performed primarily in an office environment with moderate noise level; Position is eligible to work remotely up to 2 days a week; Requires sitting at a desk or computer terminal for long periods of time and ability to lift up to 60 lbs.; Requires clarity of speech and hearing, which permits the employee to communicate effectively; Requires clear vision to read printed materials and computer screen to accomplish work; Requires repetitive movement of the wrists, hands, and/or fingers; Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks. Travel Requirements: Local travel is occasionally required. Must hold a valid driver’s license.
